As part of an ongoing training operation, RIPA International tailored a course to provide 12 participants from the Indian Upper House – the Rajya Sabha with a detailed explanation of the procedures and processes of both UK Houses of Parliament in order to provide the participants with a road map for change in their organisation.
Using RIPA International’s successful open course on Parliamentary Administration as a foundation, the purpose of this 10 day course was broadly to introduce a UK view of parliamentary administration and to provide a complete understanding of the administrative processes of the House of Lords.
RIPA International selected 18 skilled and authoritative speakers with unparalleled knowledge and expertise to present the programme. Key aspects of the course were a focus on the role of the House of Lords and select committees, an examination of the media and audit processes. The group were given a guided tour of the house parliament as part an analysis of the legislative process.
By the end of the course the delegates had considered the role and working of the Indian parliament, its administration from first principles, and presented action plans to contribute to its efficiency. They learnt how to ensure good management techniques are applied to the administration of their legislative assembly. They considered the UK’s parliament and compared it to the situation in their own parliament, drawing relevant conclusions to be presented to their colleagues when they returned home.
