Parliamentary Administration, Uganda
RIPA International delivered the tailored Parliamentary Administration Programme at a training site in Jinja, 60 miles from the capital, Kampala in Uganda. The bespoke programme assisted, primarily, 28 heads and deputy heads of departments in the Uganda Parliament.
Participants were active in the production of a development plan and identified the following key action areas:
• A review of the current legal framework
• Revision of performance appraisal, with a full explanation of performance management to staff
• Develop job evaluation
• Integration of all activities into IT processes
• Development of e-government and e-parliament
• Change management
• Continued work on corporate management/governance
• Investment in research and development
• Creation of a knowledge management system
• Expansion of work of Official Report to enable speedier production of committee reports
• Development of business strategy
• Reduction of bureaucracy and increase in speed of decision-making
• Review of organisation
• Explore advantages/disadvantages of bi-cameral parliament
Participants played an active role in compiling the list of key action points, which formed the basis in the production of a development plan to deal with the restructuring of the Ugandan Parliament.
