All those responsible for EU fund management require an understanding of Project Cycle Management (PCM). The EU adopted PCM as its main delivery approach in 1992 and has used it as the main approach to project and programme management ever since.
 
Project Cycle Management is a complex and creative process – as much art as science – involving the negotiation of decisions acceptable to key stakeholder groups. Teamwork, negotiation and communication skills are thus central to effective PCM, as is an appreciation of the political context within which decisions are being made.
 
PCM provides an overall analytical and decision making framework, which must nevertheless be complemented by the application of other specific ‘technical’ and ‘process’ tools. Thus, the approach should also be used in conjunction with other important European Commission (EC) reference documents relevant to specific sectors (e.g. Regional and rural development, transport, health, education), to specific cross-cutting issues (e.g. good governance and human rights, environment) and to specific assessment tools (e.g. economic and financial analysis).
 
This has course has been designed to convey the basics of PCM, its context, the main steps, key tools and the regulatory environment. While the training course is primarily targeted at Task and Project Managers and their partners, it should also assist other stakeholders such as NGOs, non-state bodies and consultants who are engaged in the design and delivery of EC supported projects and programmes.
 
This programme is primarily aimed at project managers and officials involved in EC projects. The programme also provides tools to assist other stakeholders such as NGOs, think tanks and consultants engaged in designing and delivering EC initiatives.
