Overview:
The goal of mainstreaming gender equality is the transformation of unequal social and institutional structures into equal and just structures for both men and women. It is not about adding a ‘woman’s component’ or even a ‘gender equality component’ into an existing activity. It means bringing the experience, knowledge and interests of women and men to bear on policy making, management processes and on the delivery of services.

Responsibility for implementing the mainstreaming strategy is system wide, and rests at the highest levels. Clear political will and allocation of adequate resources for mainstreaming, including additional financial and human resources if necessary, are important for translation of the concept into practice. This programme provides a practical focus for developing and implementing tools and techniques to ensure the successful inclusion of gender mainstreaming strategy across a wide range of policy, programme and project initiatives.



Learning objective
You will be able to:
  • ƒMake a direct impact on decision-making in mainstreaming policies, programmes and projects
  • ƒƒUnderstand, develop and undertake gender budgeting and gender audits, with concrete financial allocations to address gender and women’s issues
  • ƒƒEnable progress toward gender equality to be monitored

  • ƒUnderstanding the goals and principles of mainstreaming for key decision makers
  • ƒƒImplementing appropriate organisational arrangements and processes
  • ƒƒBuilding the resources to facilitate women’s participation and empowerment
  • ƒƒUsing analytical techniques and tools including
             - Gender indicators and indexes, such as the UNDP Gender and Development Index (GDI) and Gender Empowerment Measure (GEM)
             - Gender impact assessment and its application to
                     Surveys and forecasts
                     Cost–benefit analyses, checklists and guidelines
                     Techniques and tools for consultation and participation
             - Participation within your organisation/stakeholders of both sexes in the decision-making, monitoring and evaluation process
