Overview:

While the precise emphasis of public sector reforms might change over time, one enduring characteristic is the continuing and increasing focus on improving public financial management. Other areas of reform are also vital but it is generally recognised that high standards of financial management are central to all other reforms. Prospective donors are now attaching growing importance to effective financial management systems and are coordinating and strengthening their approach through the use of a common assessment framework of financial management competences.

‘This performance measurement framework (PMF) has been developed as a contribution to the collective efforts of many stakeholders to assess and develop essential public financial systems, by providing a common pool of information for measurement and monitoring of PFM performance progress, and a common platform for dialogue.’ (World Bank’s PEFA Secretariat’s report of June 2005)

The aim of this course is simple: it is to help countries pass these tests by increasing and deepening knowledge of good financial management practices throughout their public sector community. It is designed for policy makers, financial practitioners and line managers with financial and resource management responsibilities.
 



Learning objective
You will be able to:
  • Participants and their organisations will benefit from increased knowledge of modern, public financial management practices and the high standards expected of the public sector. With this knowledge their organisation’s resources should be better planned and controlled and consistent with political priorities. Line managers will be able to use the resources available to them more efficiently and effectively.

In particular, participants will understand

  • The importance of a stable planning and budgeting framework to economic and financial management, propriety and efficiency in the public sector
  • How effective planning and budgeting should work in the public sector
  • The role of budgeting in performance management and resource allocation
  • Accountability frameworks for both spending and results
  • Donors’ expectations for improvements in public financial management

Course content
  • The planning and control course addresses the key elements of and evolutions within sound public financial management systems, namely
  • Medium term expenditure frameworks (MTEF) and planning
  • The principles of good governance in a modern public sector including institutional arrangements and organisational responsibilities for PFM
  • Policy based budgeting and controls linked to MTEF and to outputs and outcomes
  • Accounting, recording and reporting
  • External scrutiny and audit
  • Tax and revenue management
  • Debt management
  • Financial probity and propriety
