Overview:

The UN Economic and Social Council define gender mainstreaming as “the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes. It is a strategy for making women’s as well as men’s concerns and experiences an integral dimension of the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres. The ultimate goal is to achieve gender equality.” (The UN Economic and Social Council)
 
This two-week programme provides a practical focus on developing and utilising appropriate tools and techniques to ensure the successful inclusion of the gender mainstreaming strategy across a wide range of policy, programme
and project initiatives.


Learning objective
You will be able to:
  • Make a direct impact on decision-making in mainstreaming policies, programmes and projects
  • Utilise gender analysis, which explicitly identifies differences between women and men in access to and control over resources
  • Understand and use gender statistics to collect and present data disaggregated by sex
  • Understand, develop and undertake gender budgeting and gender audits, which analyse resource allocations in terms of the shares directed toward meeting the needs of women and men
  • Report the extent to which your organisation matches their commitments to gender mainstreaming with concrete financial allocations to address gender and women’s issues
  • Enable progress toward gender equality to be monitored and the impact of particular approaches and strategies to be measured appropriately and effectively

Understanding the strategy

  • Conceptual clarity and understanding of the goals and principles of mainstreaming for key decision makers
  • Appropriate organisational arrangements and processes for the implementation of mainstreaming
  • Capacity building to facilitate women’s participation and empowerment

Analytical techniques and tools including

  • Statistics and research
  • Gender indicators and indexes, such as the UNDP Gender and development
  • Index (GDI) and Gender Empowerment Measure (GEM)
  • Gender impact assessment and its application to surveys and forecasts
  • Cost–benefit analyses, checklists and guidelines

Techniques and tools for consultation and participation

  • Working groups, round tables, conferences and seminars
  • Contact databases and directories
  • Participation within your organisation/stakeholders of both sexes in the decision-making, monitoring and evaluation process
