Overview:

Legal and judicial reform is a means to better promote the rule of law focusing on enhancing the performance of court systems and thus the quality of delivery and importantly, accessibility to the justice system for citizens in all jurisdictions. Changes to the organisational structure of the court system, improvements to the management of resources and procedural reform are all components of ongoing worldwide justice reform efforts.
 
This course enables you to examine key concepts in the management and administration of court systems through a combination of presentations, workshops and court visits. You will learn about new strategies for judicial administration and customer service and see at first hand how these ideas have been put into practice in the English and Welsh court system. The emphasis throughout the course will be on pragmatic strategies for implementing change based on ‘what works’. You will be encouraged to look critically at a range of techniques and to select those suitable for adapting to your own legal system.

  • Gain a unique insight into latest changes to civil and criminal procedure by hearing from key figures involved in implementing these reforms

  • Judicial continuity: each case will be allocated to one case management judge who will be responsible for every case management stage in the proceedings through to the final hearing and who where possible should be the judge who will conduct the final hearing

  • Consistency: each case will be managed in a consistent way using standardised steps
  • Initiatives to enhance speedy resolution of disputes and effective enforcement of decisions
  • Models for developing and enhancing human resource management in court systems to increase efficiency and effectiveness
  • Means of achieving effective liaison with other agencies in the justice system
  • Processes for measuring court performance
  • The role of e-Government in the justice system
  • New approaches to dealing with court users, including vulnerable witnesses and defendants
  • Ways of improving both paper based and electronic court records management
