Overview:

The course provides senior public service managers with the knowledge and tools to identify a critical path for their leadership of organisational capacity development.

Participative assessment to identify the vital areas for improvement necessary to strengthen organisational capacity can provide senior management with the basic framework to complete a strategy map for their organisations, that will enable them to lead the process of change, reform and modernisation.

Delegates will be armed with a ‘toolkit’ comprising the latest proven methodologies, and the opportunity to discuss and share general experiences of international public service reform, and particular experience of organisational capacity assessment and development with international experts and peers.

  • Develop a Balanced Score Card Strategy Map to incorporate the vital areas for improvement identified in your assessment into an organisational development framework and action plan with objectives, measures and targets
  • Receive expert advice from change leaders and experienced international public sector reform consultants
  • Discuss concerns and receive advice on managing your organisation’s role in the wider political environment

  • How to map the resulting ‘new work’ into your ‘core work’ through revision of your medium term strategic plan and annual operational plans
  • How to select the vital priorities for your organisational development (or capacity building) framework and programme
  • How to create a Balanced Score Card Strategy Map and identify a manageable number of key value chains for managing organisational performance
  • How to develop objectives, measures and targets for this that will enable you to measure and benchmark results and progress
  • How to cascade, roll out, or extend the process to include subordinate (or decentralised) bodies and services, executive agencies and partner organisations
  • How to align this work to re-enforce your integrated Performance Management System (PMS)
