Overview:

The programme provides senior public service managers with the knowledge and tools to effectively plan and lead organisational capacity development.

Participative assessment to identify the improvements needed to strengthen organisational capacity can provide senior management with the basic framework to complete a strategy map for their organisations. This will enable them to lead successfully the ongoing process of change, reform and modernisation.

You will receive a ‘toolkit’ of the latest proven methodologies and contribute in roundtable discussions with international experts and peers. You will have the opportunity to share experiences of reforming public services, particularly organisational capacity assessment and development.



Learning objective
You will be able to:
  • Focus on strategic options and priorities to clarify your view, position and influence on your government’s reform and modernisation agenda
  • Develop a draft organisational capacity assessment – with vital areas for improvement for your organisation
  • Develop a Balanced Scorecard Strategy Map that incorporates these improvements into an organisational development framework and action plan with objectives, measures and targets

  • A comprehensive and practical approach to leading organisational change and capacity development
  • Understanding how to deal with limited absorptive capacity and resource constraints
  • Assessing, planning and organising participative capacity assessment with your management team
  • Identifying a balanced and integrated set of vital areas for improvement using the Common Assessment Framework (CAF) methodology
  • Mapping the ‘new work’ into your ‘core work’ by revising your medium-term strategic plan and annual operational plans
  • Selecting the vital priorities for your organisational development (or capacity building) framework and programme
  • Creating a Balanced Scorecard Strategy Map, identifying key value chains for managing organisational performance and developing measurable objectives and targets
  • Cascading, rolling out, or extending the process to subordinate (or decentralised) bodies and services, executive agencies and partner organisations
  • Aligning this work to reinforce your integrated Performance Management System (PMS)
