Overview:

How do you recognise poor ethics, lack of accountability or corruption when those responsible are doing everything possible to conceal their acts from you and your organisation?

Your organisation’s credibility may be at stake and indeed your own job could be at risk if malpractice is exposed. It is imperative therefore that we take all reasonable steps to minimise risks and put proper strategies, policies and plans into action. This course will assist you and your organisation to identify the risks associated and provides toolkits, possible solutions and implementation plans.

If you are involved in strengthening ethics or accountability in public financial management, good governance, public procurement reform or combating corruption, then this two-week course will provide a one-stop shop of knowledge, skills and practical solutions for you. It will also explore the challenges posed by cultural differences and political pressure.

The programme aims to cover the institutional aspects of ethics and accountability during the first week and anti-corruption issues in the second week, culminating in an action plan which can be presented on return.
 



Learning objective
You will be able to:
  • Use a variety of Integrity development toolkits to assist you in carrying out analysis of your organisation and other stakeholders, to improve ethics and accountability
  • Conduct a management accountability workshop
  • Develop policies and strategies to improve management techniques and develop integrity and trust in government public services and businesses
  • Develop an anti corruption strategy, identify corruption hotspots and engage with the stakeholders to put prevention methods in place
  • Consider the benefits of strategic alliances, the community and the role of others who may form pressure groups in prevention
  • Be aware of financial crime and fraud and consider its impact on wider international issues

  • The use if integrity development toolkits including cultural and organisation analysis, self analysis, stakeholder analysis and integrity action plans
  • Benefits of codes of conduct
  • Definitions and case studies relating to conflict of interest and gifts and gratuities
  • Disclosure policies including whistle blowing
  • Management accountability workshops
  • Measuring corruption
  • Anti-corruption strategies, how to disseminate, identifying corruption hotspots, political will, implementing and monitoring, prevention vs. enforcement
  • Undoing the myths about procurement and where it can go wrong
  • Use of strategic alliances
  • Involvement of the community, youth and private sector
  • Overview of financial crime and international issues
