Both citizens and governments have high expectations of their public services. All departments and agencies are under pressure to deliver high quality and responsive services to the public, to provide better advice to Ministers and to operate in a more efficient, accessible and transparent way. At the same time many governments in developing countries are suffering from ‘reform fatigue’ and there is an urgent need for reformers to review, evaluate and revitalise programmes.
This course looks at reform in an holistic manner with particular emphasis on the main factors in designing and bringing about change in order to improve service delivery. These include organisational development and capacity building, and performance management. Diagnostics and the use of practical toolkits will form a major part of this course.
The programme is aimed at managers and change agents involved in the design, planning and implementation of reform programmes and will assist you in improving service delivery through a logical approach and up-to-date management techniques.
