Overview:

What is clear from decades of reform initiatives are that ‘magic bullet’ theories of governance are great for speeches but do not to deliver where it counts, to the citizen on the ground. Governments have to wrestle with the complexities of delivering efficient and effective public services in globally challenging times, and with regional and local crises to contend with, sometimes daily and often dramatically.
 
Our programme offers a practitioner-focused colloquium for senior officials and those tasked with ‘operationalising’ public sector reform and modernisation initiatives. Participants will be offered to review and evaluate key insights from international public management experts, as well as from senior civil servants active at the core of public sector modernisation in the UK.
 
Furthermore, our dedicated forum will provide participants with an opportunity to discuss challenges and issues in a supportive and inclusive setting. They will be offered a variety of options to support task and organisational goals. Finally, participants will study, discuss and assess key aspects of the public sector reform process and will be able to adapt relevant initiatives from the UK and elsewhere.

  • How to identify major risks, prioritise tasks and review progress towards the achievement of better outcomes

  • Means of developing practical reform strategies and build tactical capability in your organisation
  • Effective resource allocation in support of the strategic objectives
  • How changes have been implemented, what successes are claimed and what difficulties have been experienced beyond making superficial transformations: influencing attitudes through leadership
  • The re-evaluation of the core values of the public service and the competitive advantages to make better-informed public sector modernization decisions
  • Integrating teamwork on public sector reform within regions and structures that foster collaboration by extending the process to decentralised bodies, executive agencies and partner organisations
  • Processes for privatisation, market testing, public/private partnerships and the adoption of a customer-focused approach to public service delivery
  • Enhancing the impact of PSM projects by developing quality standards and more consistent project progress indicators including impact assessment
